Activity management for humanitarian programmes

Better connected data.
Stronger programme delivery.

CORE is a centralised Activity Management System for humanitarian programmes. Colleagues share connected information, coordinate delivery and hand over work in one place, with access controlled by role. Its built-in data model adapts to sectors and contexts while improving data quality from the start.

Developed and tested by the

Frontline-first by designCORE is built around the work of programme teams: registering people, understanding context, following referrals and delivering services — while keeping the data structured from the start.

01 / Why activity management?

Start with the work.
Make the data follow.

Humanitarian teams need to know who they are supporting, what has been delivered and what happens next. CORE structures that operational information as programmes run.

01

Support programme delivery

Share participant records and assign cases or Activity Implementations between team members and managers, keeping responsibilities and follow-up connected.

02

Connect the information

Connect sectors and local NGO partners around a common operational model, supporting cross-programming and localisation through authorised information sharing.

03

Put operational data to work

Standard formats, input controls and deduplication improve data quality. Timestamped action logs and referenced delivery records support reporting and later audits.

03 / More than an application

Humanitarian experience.
A reusable foundation.

CORE brings together the tool and the information management work behind it: user research, a shared data model and learning from testing.

Programme records connected around shared operational context.
01

Designed around humanitarian work

Developed around programme teams’ needs and the realities of managing humanitarian activities.

02

A common model, room for context

A generic humanitarian data model developed and refined through NRC research and testing, balancing standardisation and flexibility.

03

A foundation for accountability and automation

Structured records and timestamped audit trails connect actions, Activity Implementations and distributed items. Programme, Finance and Supply teams can trace the evidence years later.

04 / AI-ready foundations

Good AI starts with
data it can understand.

CORE does not need to be an AI product to make humanitarian operations more AI-ready. It creates a stable operational foundation: consistent entities, identifiers, relationships and programme context that can be reused across projects and locations.
